The Institute of Human Virology (IHVN) is a leading and reputable indigenous non-governmental organization implementing a comprehensive family-focused HIV/AIDS prevention, care, and treatment program in partnership with local and international organizations and the different tiers of the Government of Nigeria at national, state, local and site levels.

To support the Institute’s drive to detect and treat tuberculosis (TB) in the country, IHVN is sourcing for a suitably qualified dynamic candidate to fill the position for the DIRECTOR OF STRATEGIC INFORMATION (DSI) TB LON 3

The Director of Strategic Information (DSI) will be the lead technical expert responsible for all Strategic Information aspects of the activity, including monitoring, evaluation, analytics, and reporting of performance and results of the project. S/he will lead efforts to ensure accurate and timely performance reporting for the activities in the project. Promote health system strengthening activities at all levels. Collaborate with the Government of Nigeria agencies to conduct monitoring, evaluation, and learning activities.

MINIMUM QUALIFICATIONS

Education/Experience: 

  • A minimum of a Master’s Degree in public health, epidemiology, monitoring & evaluation, demography, biostatistics, statistics, analytics, or a related field is required.
  • At least eight (8) years of experience in programs designing, establishing, and managing M&E systems, ensuring data quality, and managing data-intensive, performance-based programs.
  • Experience with the USAID and Global Funds Strategic Information system highly desirable.

Knowledge, Skills, and Abilities:

  • The DSI will have a working knowledge of Nigeria’s health service information systems and M&E processes as it relates to data collection for performance-based reporting, with understanding, experience and competency in working with community-led organizations.
  • The DSI will be skilled in the development and use of data/data analytics to aid program decision making, with demonstrated ability to perform robust data extraction from internal and external information systems.
  • S/he will have the ability to perform complex data analytics utilizing Microsoft Excel, STATA, and/or Business Intelligence tools, making recommendations based on findings.
  • S/he will be able to portray complex data sets in easy to understand formats/visualizations.
  • Proficiency in the use of Tableau, Power BI, and Think-Cell.
  • S/he will have knowledge and working experience in the use of mapping and other similar tools (including computer software programs) to target program interventions and resources.
  • Excellent written and oral communication skills in English.
  • Knowledge of USG funded monitoring and evaluation programmes.
  • Flexibility, willing to travel and work during weekends.

DUTIES AND RESPONSIBILITIES:

The DSI will:

  • Oversee all Strategic Information (SI) activities for the grant across supported States.
  • Support community organizations to monitor, document and analyze the performance of their TB services and activities and ensure data quality.
  • Liaise with relevant technical advisers and counterparts responsible for state and LGA level SI function
  • Ensure monitoring, evaluation and coordination with national data systems.
  • Provide technical guidance to state team on monitoring, evaluation and learning processes including the development of performance indicators, setting annual targets, monitoring project progress against annual targets, ensuring timely data collection, generating quarterly and annual reports.
  • Participate in health system strengthening activities.
  • Oversee the development and periodic review of program reporting protocols.
  • Develop indicator matrices in line with indicator requirements for the project.
  • Oversee the generation of all program reports including USAID quarterly, Semi-annual and Annual progress reports.
  • Oversee the development of performance monitoring plans for the project.
  • Ensure the institutionalization of data demand and use within the state program through the use of gap analyses, run charts and site fact sheets
  • Represent the organization at meetings with funders, Government of Nigeria(GON) and other stakeholders on M&E related matters.
  • Provide strategic technical assistance to the government agencies and wider State response on theories, strategies and approaches for monitoring and evaluation at the State level.
  • Perform other duties as assigned by the Chief of Party.

  1. Introduction

The Institute of Human Virology, Nigeria (IHVN) is a leading local non-governmental organization implementing HIV/AIDS, Tuberculosis, Malaria, Research and non-communicable disease projects in Nigeria through the development of infrastructure for treatment, care, prevention, and support for people living with and those affected by these diseases.

  • Background

    IHVN was selected as a Principal Recipient to oversee a two (2) year (2019 – 2022) TB PPM grant by the Global   

    Fund to Fight AIDS, Tuberculosis and Malaria. In 2016, Xpert MTB/RIF testing was adopted in 2016 as the first point of diagnosis for all forms of TB in Nigeria but the suboptimal functionality of the machines has contributed to the low detection rate of TB Case in Nigeria. As part of the activities in the PPM grant, IHVN has been made responsible to ensure that facilities where some selected Xpert MTB/RIF machines are domiciled in the country are upgraded.

  • Purpose of RFB

The purpose of this request is to solicit for bids to facilitate the upgrade of GeneXpert sites across 6 Geo Political zones of Nigeria with oversight from Institute of Human Virology-Nigeria.

  • Invitations for Expression of Interests and Bidding

IHVN is soliciting for interests from reputable service providers, suppliers and organizations with relevant experience in carrying out services listed on our RFB during the project implementation period.

To be eligible to participate in the bidding process, interested organization are required to provide the following information:

  •    Proof of registration with Corporate Affairs Commission CAC.

The journey from Lagos to Ibadan was like a journey of a thousand miles for Rofiat Adedokun, a 21 year old hair dresser. Rofiat was weak and she coughed persistently. Her eyes were weary from lack of sleep and her chest also felt heavy.

  • Background        

The Institute of Human Virology-Nigeria (IHVN) has received grants from Global Fund to implement the Public Private Mix (PPM) grant in Nigeria and intend to apply part of the grant to engage  third party logistics service providers for the purpose of (1) Warehousing and (2)Distribution of Health and Non-Health Commodities for the Institute.

IHVN is an Organization that is dependent on the budgetary and extra-budgetary contributions it receives from it funders for the implementation of its activities. Bidders are, therefore, requested to propose the best and most cost-effective solution to meet IHVN requirements, while ensuring a high level of service.

  • Purpose of RFB

The purpose of this request is to solicit for bids to facilitate the implementation and ensuring that all IHVN commodities are warehoused and distributed on a timely basis and safely to identified destinations.

  • Invitations for Expression of Interests and Bidding

IHVN is soliciting for interests from reputable service providers and organizations with relevant experience in carrying out services listed on our RFP during the project implementation period.

To be eligible to participate in the bidding process, interested organization are required to provide the following information:

  1. Background

The Institute of Human Virology, Nigeria (IHVN) was established in 2004 as a local organization to address the HIV/AIDS crisis in Nigeria through the development of infrastructure for treatment, care, prevention, and support for people living with and that affected by HIV/AIDS but has now expanded its services to other infectious diseases of TB and malaria, including cancers.  IHVN is structured to develop and maintain linkages with local and international organizations in collaborative ways that support the Government of Nigeria’s health sector strategic plans. IHVN key technical and funding partners are the Centers for Disease Control and Prevention (CDC) and the Global Fund to Fight AIDS, Tuberculosis and Malaria.

  1. Scope of Bid

Bidders are invited to submit a Bid for the goods and/or services specified above: Schedule of Requirements, in accordance with this bid.

  1. Invitations to Bidding

IHVN is soliciting for interests from reputable bidders and organizations with relevant experience in carrying out services listed on our ITB during the project implementation period.

To be eligible to participate in the bidding process, interested organization are required to provide the following information:

  • Bids must be properly sealed;
  • Availability of a Company profile;
  • All Bidders must include copies of tax clearance certificates for the past three years i.e. 2017,2018, 2019 & 2020 if readily available;
  • Availability of audited financial statements for the last 3 years
  • All bidders must provide evidence of at least two similar Jobs made in the past for IHVN or any other organizations;

  • There shall be no individual presentation by or meeting with bidders until after the closing date. From the date of issue of this bid to the final selection, contact with IHVN officials concerning the bidding process shall not be permitted, other than through the submission of queries and/or through a possible presentation or meeting called for by IHVN, in accordance with the terms of this bid.
