Job Summary:

The SI Coordinator, PPM will provide technical support and oversight for the implementation of TB PPM Strategic Information activities on the TB-LON 3 Project.  S/he will implement and ensure data quality and best practices in data management processes from data collection, collation, reporting and use at different levels across the TB-LON 3 supported States. S/he will ensure the use of standard tools, electronic medical records and data management systems to track indicators required in the program, while supporting data-driven target setting and decision making.

Responsibilities:

  • Coordinating the TB public-private mix strategic information activities across all supported States
  • Providing technical leadership to the State teams on weekly, monthly and quarterly reporting of indicators at LGA, State, National, USAID and all TB-LON3 reporting platforms
  • Performing programmatic review and insight on weekly, quarterly, and annual achievements
  • Providing guidance to State and facility staff on indicators, reporting and data quality issues
  • Ensuring completeness, correctness and consistency of all program reports
  • Ensuring compliance of facilities, LGAs and States to reporting timelines

Minimum Requirements:   

  • A minimum of a Master’s degree in public health, epidemiology, monitoring & evaluation, demography, biostatistics, statistics, analytics, or a related field is required
  • Minimum of 5 years working experience in relevant field, experience in data collection, processing and use
  • Experience with Tuberculosis and HIV/AIDS programs or related health service programs
  • Experience in the monitoring and evaluation of tuberculosis public –private mix activities
  • Experience with the USAID and Global Funds Strategic Information system highly desirable

Knowledge, Skills and Abilities

Job Summary:

The Program Officer Pharmacy will be responsible for monitoring and reporting the effectiveness and any adverse/side effects of pharmaceutical products, as well as overseeing the logistics of medicines and commodities.  The person will ensure the deployment of a robust logistics management information system to aid availability of medicines and commodities and prompt reporting.

Responsibilities:

  • Facilitating the availability of government supplied TB medicines and commodities in the private sector;
  • Providing technical support to TB PPM Providers for the logistics management of anti-TB commodities in all IHVN-supported States;
  • Monitoring drug distribution to facilities by the third party logistics (3PL) agent;
  • Building the capacity of Intermediary Organization (IO) network officers on Logistics Management Information System (LMIS);
  • Conducting supportive supervision and provide on-the-job mentoring to TB PPM Providers on timely and accurate generation, collation and submission of logistics reports to ensure uninterrupted supply of drugs and commodities;
  • Conducting data verification, validation and logistics data quality assessments (DQAs) using standard checklists;
  • Generating project logistics reports and tracking of project M&E indicators, including stock status, commodities storage condition, logistics activities and warehousing maintenance and other monthly/bi-monthly/quarterly and supportive supervision reports;
  • Enhancing collaboration between public and private TB Stakeholders by coordinating the TB state stakeholders in  logistics mentoring and supportive supervision to the supported facilities;
  • Training and mentor facility Focal Persons on adherence counseling skills/techniques;
  • Building capacity of facility staff to be able to detect, assess, understand, prevent and report Adverse Drug Reactions or any drug related problem, as well as proper documentation and completion of the NAFDAC ‘yellow form’ for any ADR encountered for submission to NAFDAC/ NTBLCP;
  • Developing and maintain a logistics information database for all TB PPM Providers;
  • Attending program review meetings for  giving and receiving feedback during network meetings on a monthly basis;

Minimum Requirements:   

  • A University degree in Pharmacy; a master’s degree will be an added advantage
  • Minimum of 3 years working experience in Pharmaceutical care and logistics

  • Experience in TB program or related health service program implementation in Nigeria, especially in the private sector

Vacancy For The Position of State Clinical Mentor

The National AIDS, Sexually Transmitted Infections Control and Hepatitis Programme (NASCP) is a division of the Department of Public Health in the Federal Ministry of Health (FMoH). Its mandate is to coordinate the formulation and effective implementation of the Nigerian government policies, guidelines and standard operating procedures for the prevention of new HIV infections as well as improve on the existing treatment, care and support for those persons already infected and affected by the virus in the country. In collaboration with the USG, NASCP is implementing a first phase of National Clinical Mentoring in the HIV programme in 19 Nigerian States for improved HIV service delivery.

Job Title: State Clinical Mentor

Job Summary: The candidate must be domiciled in the state and be conversant with the terrain. S/He is expected to build the capacity of frontline Healthcare workers to provide quality HIV clinical services offered as part of a comprehensive package of care in both public and private facilities as well as in communities.

Responsibilities:

  • Provide on-site clinical training to health care workers on HIV treatment according to the national guidelines, including adult and pediatric ART and the treatment of tuberculosis and other opportunistic diseases.
  • Provide training through clinical consultation, assisting local health care workers to identify key bottlenecks affecting patients’ access to antiretroviral therapy (ART) and helping them with direct patient care as needed
  • Provide continuous medical education (CME), which may include didactic training sessions to health professionals, as needed. All training will be in accordance with the national guidelines.
  • Provide health worker capacity building sessions using various methodologies (including use of project ECHO, low bandwidth video conferencing).
  • Assist as requested with facilitating sessions on the weekly ECHO videoconferencing sessions with health workers from various sites in the states
  • Develop standard operating procedures for the provision of HIV clinical care at the health facility in collaboration with the Ministry of health and other stakeholders. This may include troubleshooting problems with the patient flow, tracking defaulters, or clarifying referral pathways by developing appropriate algorithms
  • Submit a monthly report on training and technical assistance activities, as well as findings and recommendations for strengthening services in the health facility and compliance with the national treatment guidelines
  • Perform other duties related to clinical mentoring as assigned

Minimum Qualifications:

  • Must possess a degree in Medical Sciences (MBBS or equivalent). Post graduate qualification/Masters level training in Public Health, Family Medicine, Internal Medicine, Pediatrics or Obstetrics will be an advantage.
  • Must be registered with the Medical and Dental Council of Nigeria
  • At least 3-5 years’ experience with clinical HIV and AIDS care, including the provision of antiretroviral therapy (ART)
  • Must have at least 2 years’ experience with program planning, assessment, and implementation of HIV clinical care program. Experience in the provision of HIV clinical training
  • Previous experience in HIV-related operational research is an advantage
  • Good knowledge of current trends and normative guidance (national and international) in HIV clinical care and service delivery
  • Experience in coordinating multi-disciplinary HIV clinical teams for effective service delivery

USAID Nigeria TB LON Region 3 Project

The TB LON Project is funded by USAID Nigeria and focuses on locally generated solutions to provide TB prevention, screening, diagnosis, treatment and notification, while addressing stigma and discrimination. The TB LON 3 project is to be implemented by IHVN to expand the provision of and increase access to TB services among formal and informal health providers through the engagement of the private sector, umbrella and local chapters of health and allied professional organizations, faith-based institutions, communities and civil society. The project is targeted at increasing the number of tuberculosis (TB) cases that are detected, treated and notified to  437,895 within the five year grant implementation period 2020 to 2025 and implemented across 4 states in Nigeria; Lagos, Osun, Ogun, and Oyo State. The project’s four intermediate results are as follows:

  • Improved access to high-quality, person-centred TB, DR-TB, and TB/Human Immunodeficiency Virus (TB/HIV) services.
  • Strengthened TB service delivery platforms.
  • Reduced TB disease transmission and progression and
  • Accelerated TB innovations with improved impact on program implementation.

IHVN is working with a consortium of partners. Towards meeting the project set targets, IHVN and partners adopted a mixed model of community and facility based, health systems strengthening strategies and digital solutions to find TB cases.

Purpose of the position

The main responsibility of the Radiographer is to perform radiological duties in compliance with international standards using a mobile digital x-ray backpack unit. S/he will also perform selected administrative, and clerical duties that assist in the delivery of quality radiography for the purposes of screening clients for TB in a mobile environment as part of an Active TB Case Finding (ACF) & Contact Investigation team.

Specific objectives and Duties

  • Conducting screening of clients to identify presumptive TB for digital x-ray examination when applicable.
  • Preparing the client for radiological procedures.
  • Taking measures to protect clients, oneself and other staff from radiation exposure according to best practices and manufacturer’s guidelines.
  • Taking quality diagnostic radiographs of clients according to established procedures for patient care and safety.
  • Ensuring maximum of two and half minutes is spent per client for x-ray, while maintaining a repeat rate of two percent or less.
  • Accurately documenting completed radiological procedures, completely and promptly
  • Storing all radiographs in an easily retrievable manner.
  • Ensuring that all equipment are in good working condition and in compliance with applicable laws and regulations.
  • Reporting immediately any equipment malfunctions to the State Lead.
  • Maintaining mobile x-ray unit, stocking necessary radiological supplies.
  • Making suggestions to improve work methods.
  • Serving as the Radiation Safety Officer (RSO).
  • Keeping record of the dosimetry readings.
  • Train new employees.
  • Working closely with the other team members for the purposes of prompt diagnosis and treatment of patients.

Experience and Qualifications

  • Bachelor’s degree in Radiography.
  • License of practice by Radiographers Registration Board of Nigeria (RRBN).
